    Information for Authors

    IEEE TRANSACTIONS ON CIRCUITS AND SYSTEMS FOR VDEO TECHNOLOGY (TCSVT) covers the circuits and systems aspects of all video technologies. General, theoretical, and application-oriented papers with a circuits and systems perspective are encouraged for publication in TCSVT on or related to image/video acquisition, representation, presentation and display; processing, filtering and transforms; analysis and synthesis; learning and understanding; compression, transmission, communication and networking; storage, retrieval, indexing and search; and/or hardware and software design and implementation.

    Every manuscript must:

    State clearly about the problem to be solved and what the contribution of the work is to the research community relevant to the transactions;

    state clearly why this contribution is novel;

    cite the published literature most closely related to the manuscript; and

    state what is distinctive and new about the current manuscript relative to these previously published works.

    The TCSVT Editorial Board strives to publish well-written papers and important research results within TCSVT’s scope. The TRANSACTIONS accepts papers in two categories: Transactions Papers and Transactions Letters.

    Transactions Papers are self-contained well-written articles that provide new and significant contributions to the fields covered by the TRANSACTIONS, with coherent coverage of theoretical background, technical contributions, practical applications, and experimental results.

    Transactions Letters ore short well-written articles that describe new and significant contributions to the fields covered by the TRANSACTIONS, to be published in the most expeditious manner. Alternatively, Transactions Letters may comment on previously published papers.

    Submission of a paper to TCSVT is permitted only if the paper has not been submitted, accepted, published, or copyrighted in another journal. Papers that have been published in conference and workshop proceedings may be submitted for consideration to TCSVT provided that: (1) the authors cite their earlier work; (2) the papers are not identical; and (3) the submitted manuscript includes novel elements (e.g., more comprehensive experiments). Furthermore, TCSVT utilizes the CrossRef Similarity Check tool at TCSVT ScholarOne submission site (https://mc.manuscriptcentral.com/tcsvt) to objectively measure the similarity of the submitted manuscripts with any previously published papers. The overall similarity index percentage cannot exceed 30% for original paper submissions, or 50% for expanded paper submissions of previously published articles in conference or workshop proceedings. Any submissions that exceed these thresholds respectively will be returned to the authors immediately for further revisions. TCSVT does not accept the resubmission of a previously rejected manuscript submitted to TCSVT or other journals due to the lack of technical merit, except that the previous decision was “reject and invite to resubmit.”

    A. Submission of a Manuscript

    Only electronic submissions will be considered. You need both a ScholarOne account and an Open Researcher and Contributor ID (ORCID) to submit a manuscript. Detailed instructions are posted on the TCSVT ScholarOne submission site. Prospective authors should be familiar with the General Information for Authors posted on the IEEE Author Center site (https://ieeeauthorcenter.ieee.org/). In the case of hardship, an author may ask for help by sending an e-mail to tcsvt@ieee.org.

    All articles must be clearly written and well organized. The manuscript should state the significance of the problem in the Introduction. The article should be motivated by a clear discussion of the relationship of the article to the most relevant prior work.

    The total length of a manuscript cannot exceed fourteen (14) pages for Transactions Paper submission, or five (5) pages for Transactions Letter submissions, using the IEEE two-column transactions format including figures. (Note: Over-length charges begin with the l2th page for Transactions Papers, or 6th page for Transactions Letters. See details below.) The style files for LaTeX and Word can be downloaded from the IEEE Author Center site looking for the general Templates for Transections. The final submission format must be PDF.

    Originals for the illustrations should be ready to be submitted immediately upon acceptance of the manuscript.

    Authors must select at least one subject category from the TCSVT EDICS (available on http://tcsvt.po1ito.it/edics.html or TCSVT ScholarOne submission site for the submission. The more detailed EDICS categories the authors could specify, the better and faster they could help to identify matching associate editors and reviewers.

    If the manuscript contains contents that has been presented, published, or submitted for publication elsewhere, please so inform the Editor-in-Chief in the comment form or cover letter. Our primary objective is to publish technical material not available elsewhere, but on occasion we publish papers of unusual merit that partially have appeared or will appear before other audiences (e.g.  conference publications) and have substantive new material. In addition, any figures which are copied from or similar to figures in previous publications must make explicit reference to the publications with a citation in the figure captions. This policy applies to non-IEEE-published publications as well, with the additional requirement that the authors must secure all copyright permissions for duplicate figures. If a figure is modified rather than duplicated, the original publication must be cited in the caption as “modified from ...”

    B. Style for Manuscript

    Manuscripts must follow the standard single-spaced, double-column IEEE TRANSACTIONS format, as specified at IEEE Author Center site. Prospective authors could also find style files, templates and instructions to guide the typesetting of the manuscript for submission there. Additional guidelines on creating your article can be found at https://ieeeauthorcenter.ieee.org/create-your-ieee-article/.

    Provide an informative 150-200 words abstract, at the head of the manuscript, to appear with the manuscript. See further instructions in guidelines for preparing abstract below.

    Provide a footnote with affiliations of authors, including e-mail addresses, and acknowledgments of any financial support. Acknowledgment of financial support is often placed at the end of a footnote.

    Embed and properly reference all figures and tables in the manuscript. Where possible, use vector graphics rather than pixel graphics for figures.

    If appropriate, provide an “Acknowledgments” section after the conclusion. All personal, financial or other interests by the authors must be fully disclosed and acknowledged to avoid conflict of interests.

    Make adequate and up-to-date reference to the literature, including latest TCSVT and other IEEE articles where pertinent. All past and “Early Access” IEEE  articles are fully searchable and accessible on-line through  IEEEXplore  (https://ieeexplore.ieee.org/), and they are fully citable. References should appear in a separate reference section at the end of the paper, with items referred to by numerals in square brackets, e.g., [12]. References should be complete and in the IEEE style. See IEEE Template for Transactions for examples.
